The "why" is clear. They're asking if people have some idea that league is pay-to-win. I don't know what rumor people are passing around that would have them check into that, but if you do feel free to say.

Ragnaveil1 votesEven if they were to be pay to win, they are far shallow to the disgusting monstrosity called Elsword. Not only that, but Star Wars Battlefront 2, FIFA, all every other pay to win game that has such cheesy absurd monitization. Elsword's was bad enough it forced me to quit.
They made the game so dungeon grindy (and mind you, I took a good year away from the game cuz the content was lackluster for that year, came back to dungeon hell. My already hard grinded pain in the ass gear got not only succeeded massively, but also made completely inferior in dungeons with its once great stats) that you have to load up on currency and try and trade with someone who did that pain in the ass dungeon to buy the gear that would give you the most success in any dungeon and Arena (I was an arena player, and that shit warped Arena forever (on top of lag)).
League has its fair share of issues, but they dwarf compared to those games.
Tormentula1 votesThey're likely referring to how some skins can legimately be pay-to-win. (arclight vel's hitboxes are way harder to dodge, mecha kha's isolation beeps making it easier to tell when something is isolated, etc,)
