It's because shes been weak for a while.

She isn't weak at competitive and Rito pay attention to competitive so Fiora buff is skin buff.

Yes she is, she's only been played by a few specific players who play a lot of her like KFO. And Meddler himself said it has nothing to do with competitive or the skin, it has everything to with the fact she's been at a sub 47% win rate for several patches.
