It should be reportable
to vote no surrender when it's 0 15, no turrets, no dragons, no rift, worse scaling and no vision. You either hate yourself or your team. STOP! There are many winnable games when behind but that's not one of them.

Wanting to turn it around shouldn't be reportable.
Refusing to surrender to annoy your team or when intentionally feeding is, though. It's either griefing or, well, intentionally feeding.
They could 3v5 our entire team under a turret. This guy was actually delusional.
then it should be reportable to surrender since giving up is a reportable offense and surrendering is rgiving up
