Nerf Presence of Mind for ARAM

I know nothing is balanced for the ARAM map but I think this rune is an exception, it negates the concept of having CDs on your ultimate.

It is sort of the mages / mana version of Warmog's. lol

I think it's not nessecary as the rune is about as good on almsot all champions, and on those where it isnt as good (corki for instance) there is Triumph, which is just as strong.

While getting healed for takedowns is powerful, short CD for game-changing ultimates warrants a balance change in my book.

Lux and Veigar aleady have this, and they aren't particularly overpowered in general (I mean they are in aram, but that is besides my point). Yes, getting ~50% cdr on your ult is nice, but it's really not the reason mages are so strong in aram.

True, but they get the most effect from it. For most engage champions the cdr doesn't make that much of a diffeence since they are delayed by death timers.
