Riot, I think I have a way to allow eve to retain her iconic stealth at least IMO:

Allow Evelynn the ability to mark an enemy champion while out of combat like kindred.

When you mark said unit they have an indicator to know they've been marked.

Eve is in camo when out of combat and 1500/2000/2500 near that unit (maybe make it the new ulti passive to lower her early power.)

I'm not saying it's perfect completely, but if played around/experimented with I think this would allow you more budget to work with.

Aside from that feel free to scrap her entire kit except hate spikes, hate spikes is what eve is truly known for. Even if it's sustained dps I'd rather have eve converted to skirmisher than lose hate spikes.
