I mean, I guess Kled and Renek aren't traditional tanks, but traditional tanks are crap for the most part, with like you said, Galio being a standout exception and Zac, both of which were updated and somewhat broken vs actually being strong/balanced. But Zac will probably get nerfed soon too and Galio just got nerfed. Renekton and Kled serve way more as tanks than the likes of Graves, Kha'Zix and Elise's current mostly AP build. Really tanks in general just suck, and as of late when they're strong, they're usually broken and get nerfed into the ground.
Besides, OP's point was "top lane has no impact and tanky champions are only viable in the jungle right now." Which my statements don't support at all. If anything I'm mentioning a bunch of Champions that are currently impactful that run in the top lane. The tank update didn't cripple tanks, if anything it made it so more champions are building tanky, the item
Gargoyle Stoneplate in particular is great for tanks (probably too strong). Really only specifically Maokai got crippled. Every other even slightly tanky champ benefited, with obviously Zac benefiting the most (assuming whoever's playing him is decent).
Maybe we're just splitting hairs over whether the term "tanks" means "a champion who builds tanky and serves to soak damage" or specifically champs that have the "tank" tag in champ select. To me, if you have someone on your term who serves as a tank, you have a tank in that game. You and OP might go by Riot's sometimes stricter categories.
