Why is Phase Rush only half a keystone?
Why am I ALWAYS forced to take celerity with Phase Rush? Phase Rush is clearly balanced solely around the existence of celerity, and Riot clearly assumed that every Phase Rush user would take Celerity over the scaling CDR from transcendence.
Without Celerity Phase Rush barely even feels like a keystone, and that's just not ideal gameplay design when it limits your other natural options for that rune tier.
