He might be "balanced" (honestly hit kit is bullshit whether the numbers are strong or not, him falling off of meta doesn't make him balanced, it just makes his shitty kit tolerable to play against). Honestly, if the cleaver changes dont affect him that much then he's going to need additional nerfs, because what he was given didn't really change crap to be honest.
