Scorch is a pretty lame minor rune. Can we change it to something equally as minor?

Scorch: Your next ability hit sets champions on fire dealing 15 - 35 (based on level) bonus magic damage after 1 second. 10 seconds cooldown.

should be changed into;

Long distance casting: Targeted summoner spells can be cast from greater distances, increasing their range by 100 units

Two equally minor runes, one non-competetive rune slot! Who would ever take increased summoner spell cast range over gathering storm or water walking?

Also edit; Changed "Summoner spells" to "Targeted summoner spells", since the intent is for ignite, exhaust, and smite rather than heal.
