that supports need to level up at the same pace as everyone else is an unsupported assumption

Please support said assumption.

Can supports not have fun because they are behind in levels? Can they not support? What is it they need more levels for?

INB4 "lawl ur stoopid cereal answer so obvious"

no, I'm not stupid and I have my own idea of why but if youre too dense to understand why I'd ask others to support their claim that this must be "fixed" don't even bother posting.

For me, the biggest thing is that often higher level = more tanky.

Take Fiora for example, a non-tanky melee champion. She gains up to 100hp per level (well, 99 for 17 to 18). 100hp is no small number, that's 2/3 of a ruby crystal. There's also the innate armor/mr/ad growth, but even just looking at health it can make a big difference.

So you have let's say a tank support. Despite itemizing to be a tank and being innately tanky, if he's 4 levels behind the solo lanes he's not going to be tanky at all really. His only real tank benefits are CC and tanking objectives (Dragon and Baron, towers to a lesser extent).

For someone like Janna, Soraka, Sona, etc... I don't think they necessarily need the level growth. Their kit is all about helping their allies from safety (and if they get caught, they're supposed to be blown up). It's the supports that want to be in the action but can't because of a level disadvantage that is problematic.

And you can't go and just give Braum, Leona, and company extra base health because then they'd become obnoxious top laners or junglers. So it's really a tough spot.

Supports have relatively high bases and low item dependence to make up for their low XP and gold income.

I noticed that nobody complains about ADCs leveling slower than the other lanes because of their duo lane

Well this is because they are not as level dependent, but item/gold dependent.

Until roaming starts supports typically are around the same level as the ADCs, but I can see the advantage with supports keeping up in level.

Especially because most tank/engage supports die first and miss out on some of the XP of the resulting teamfight. Over repeated intervals they can fall behind.

Its not easy for them to catch up either because they usually have poor waveclear.

I guess most support just start to feel useless when they are 2 to 3 levels below everyone else. I know I feel less capable of doing my job.
