Can Evelynn's empowered E apply on-hit effects more than once please?

A big part of the previous version of Evelynn was her build variety. At times this could be a bad thing, making her play like a tank or bruiser, but other times it led to satisfying discoveries, or led her to build for her team's needs as a particular damage type focused assassin.

One of my favorite builds with her older kit was an On-Hit ravager. Because her old E applied two on-hit effects, then increased attack speed to be able to apply more, she could get off three or four procs of item 1418 item 3091 item 3115item 3124 in a split second, at the expense of majorly inhibiting her defenses.

With the transition to her rework, everything but her W remained fairly analogous. Q still hits multiple times to chase down or run from foes while dealing damage, R is still a big AoE burst (though put at the end of her combo instead of the start), and even E got to keep its on-hit application even though it inexplicably deals magic damage now. Her W changed from an engage and disengage tool into a combo starter, and her stealth range and movespeed got drastically weakened to compensate for the addition.

The change to her E though left her without the followup blitzing, making her play pattern quite binary: prime a charm, pull off an E QQQQ R combo, and either kill them with it, or don't, then go back to doing nothing until the combo is up again.

Her E change also brought the empowered E with it though, letting her follow dashes and blinks as long as she got in range to use it. The empowered version also deals an increase in damage, but had some disappointing qualities for Eve players of yore -- Its damage scaled entirely with AP and rank. The 7.22 patch however brought back its base damage scaling with total AD, making it much more akin to the older version.

It still lacks synergies though, not just with item builds, but with her kit.

See, her charm is meant to be the starting point of a combo, procced with Q hits, with an empowered E afterward and an R to finish. Her E is meant to stay on top of foes using movement spells.

Do you see the problem? What purpose is there to have an E that counters mobility when her entire damage is gated and built around her W's hard CC? When you cast her E, the opponent will still be charmed, and there is thus no mobility to counter.

This is where the application of on-hit effects comes in. With an empowered E applying say, 3 on-hit effects as Eve dashes through the victim, they suffer a number of effects that can synergise quite well with her kit. item 1418 and item 3153 shred health, putting the target closer to the range of her R's bonus damage. item 3091 steals MR quickly, opening them up to damage from the rest of her kit. item 3124 builds up 3 stacks right away, letting her add auto attacks to her flurry of spells.

The beauty of this is that it doesn't take away from her charm combo. The fragility of an on-hit build is much less of an issue against a charmed opponent, while at the same time, not needing to rely on the charm lets her have more to offer in a fight if her combo doesn't end up taking someone out. As it is now, however, her charm and her E's chasing potential are mutually exclusive parts of her kit, both adding nothing to each other, while the former sits as an auxiliary addition to her kit she never needed in the first place, taking power budget from the rest of her abilities.

tl;dr version:

Evelynn's new kit has negative synergy between her W and her E. She use to be able to build on-hit to compliment her E, but it's now a non-viable option, leaving one of the most iconic parts of Eve for old Eve players out to pasture.
