Sadly, events only. Partially due to it being available at an Arcade cabinet.

according to the trailer, lucian and garens skins are released during the arcade event this year. they pop up at the very end of the trailer.
theyre based on a small game that riot made for pax west two years ago. i dont think they ever made it accessible to the rest of us who didnt go to the event.
thats why im asking if its going to be playable this year.

theyre going to release the garen and lucian skins.
the other ones arent released though. unless you mean scrap the arcade skins and make this the main event to which i agree.
FSRER1 votesThese skins are actually good. Even tho I do not understand why Lucian is the one to take another skin, these skins are great. I only dislike the color patterns but that could probably change with chromas cause I would love to see garen with some more serious colors than light blue and pink. Just my opinion tho.

Lucian and Garen are very public order justice orientated champions lore-wise. Other options are Quinn and Vayne but Vayne is more of a sneaky hunter and I can't see her breaking into a brothel yelling "Vice Squad, hands up, don't move!" and Quinn is like a spy type character who infiltrates foreign regions and less of a justice enforcer. Oh I just remembered some more champs. I guess Galio could have been a good choice too.

its lucian because he is the only black guy in the demacian roster.
the skins are a miami vice parody. its an 80's/90's buddy cop show. no other champion would have made sense in this case.
