As soon as BotRK got Attack Speed, it started causing problems. And then every now and then there's a resurgence. Zed with BotRK. Twitch with BotRK. And then all champions that Utilize its stats too well get nerfed instead of the item.

is more bursty and provides a shield to win a short trade.
I think it's about identity. Botrk's AD is tiny, the item itself is expensive, and the small AD is probably justified since it has to build out of

a) Why aren't there MORE AD+LS+AS items?

b) Why does BotRK have AD, LS, and AS?
The answer to the 1st is obvious - there are only a few lifesteal items to begin with, and Riot wanted to make them diverse, so only one has AS.
The 2nd question is maybe worth asking but probably gets an answer along the lines of 'because it is'.
