Veigar and the new Chalice

The new Chalice doesn't give mana reg per mana missing like Veigar passive, so they no longer stack. Still worth getting over Tear or not?

Tbh, I never like getting chal on veigar... I always liked tear better as it let you rush DFG and have a defencive item well giving you huge amount of ap and mana pool. New Chalice is a better design, instead of saying you need to lose mana for the mana regen to activate, it just says you get X mana based on max mana... Therefor, its gold efficient even if you have above 50 mana :)

I'm pretty sure they still stack. In other words, Veigar gains 4% of missing mana per 5 seconds when empty, or 3% of missing mana per 5 seconds when half empty.
