It isnt a joke, he has the highest win rate of ADC's in league right now. I'm not sure where people think riot is joking. I played it once in a normals and pub stomped the other lane with malphite support.

He basically can't function without a heavy cc melee tank support like Leona Braum Alistar Blitzcrank Nautilus Taric Anything that is not that makes him useless.
