I mean sure base damage can be decreased im fine with that. BUT REMOVING A WHOLE PASSIVE AND REMOVING E KNOCK BACK? WHAT ARE YOU THINKING? What are you trying to accomplish by nerfing him this way. What are your goals to "balance azir". Are you trying to destroy him?
