"Janna is fine because she can't carry if her team is bad."
Then how come she maintains a 53%+ winrate in soloq? She just has a lot of carry potential from the support role.

She makes good players perform better, which is about the epitome of what a Support should do. But what is Janna really going to do without someone there to help her? Knock you up with her piddly tornado? R you away and tickle you with her pathetic AA's?
No, she's going to run away and find someone to help.
She is really good at running away.
I'm under the impression blitzcrank is statistically doing better than janna right now in terms of win rate, with a pickrate in the top 5 or so, so I'm surprised theres not a lot more blitz hate going on compared to janna.
Janna just kinda exists and you don't notice her until you're trying to dive her carry, but blitz is a zoning monster with all kinds of over-wall murder grabs that are a huge pain to play around. Plus, blitz can actually become rather a threat in terms of damage in some builds.
if you complain about blitzcrank the boards will deem you sub bronze 5 by default
blitzcrank as a champion is so 1 dimensional that as long as he can land 1 person in the mid or late game and snowball out of control, he can win a game
combine that with the fact blitzcrank can build locket redemption AND knights vow, three extremely powerful items, it's not really hard to see why blitzcrank is suddenly popular with a high winrate in diamond. the three items make up for his weaknesses disproportionately to the others
If you're going to QQ about win rate, support Sion has had a 54-55% win rate for quite a few months now lol
And he also has a miniscule pick rate, meaning that he's only used by people who know him well, or as a hard counter.
Bro, that's not even the case at all. Playrate literally has NOTHING TO DO WITH EXPERIENCE. Nothing. Whatsoever. His average games played is actually A LOT less than Janna. Meaning people are much more experienced with Janna than they are Sion. So not only "people who know him well" play him.
Please refer to this, I think it will help you understand the difference: http://boards.na.leagueoflegends.com/en/c/gameplay-balance/Xp8smhPI-psa-playrate-has-nothing-to-do-with-experience-on-a-champion
Sion ranks 18th out of 29 supports in terms of experience on the champion. So he is in the bottom half. Meaning he is NOT only played by people who know him. Playrate has nothing to do with experience on a champion.
Janna's pickrate doubled pretty much after all the changes enabling the quadruple gank on bot lane. I wonder if that had an impact on the support specialized in counter initiation that also happens to have the only way to reduce damage to turrets.
The win rate is based on Plat+ success, so a Janna is typically paired with an adc/other teammates that are competent. Being able to give good teammates good support is a big deal. If they showed her win rate in your elo her numbers would be lower.
The only real issue I have with Janna is the AD steroid in her shield. Pretty much no way to beat it in lane.

The shield lasts for one auto then it's gone.. It has a horribly low value early on and even later one hit should be able to destroy it easily.
With Windspeaker's and skill points putting into her E first, that shield is quite strong in short trades. Well timed shield can block Sona's Q+power chord combo completely, which chunks most ADCs at early levels.
I think she's a way healthier support than, like Soraka who plays super passively, and cancels all of your damage for the entire laning phase with zero skill or effort required. She's also healthier than like Blitzcrank who just has to sit in a bush and now you are instantly zoned off cs for the rest of laning phase.
Janna needs good positioning, timing, and most importantly, a competent use of her ult - she is one of the few chars who can completely screw over their own team if the person isn't playing well. She is also horrible in low elo since braindead players don't know how to trade with her shield. 99.99999% of complainers on this board are bronze/low silver, who have no business to complain about Janna in the first place since she's not even strong until plat+, and if you take an aggressive support against her, you'll push her and her ADC out of lane constantly.
She's also (with exception of Evelynn) THE most nerfed champ in the entire game. Between her mana costs, damage, shield numbers, AP ratios - she has taken more nerfs than almost every single other champ.
She also hasn't seen any pro play in a long time because she's not a playmaker.

Raka's a lane bully, she pokes with autos and she can actually use her Q in lane. Sustain is useless if she isn't taking damage, so she takes trades which she may or may not win, and sustains back up while you are still low.
Out of all the supports if their ADC is bad, Janna is the go to support simply because she can prevent the opposing team from punishing mistakes.
Multiple factors. First of all, people picking a support in solo queue are likely to fight against either non supports used bot lane, or people who got support job because they were forced into it. From that perspective, the existence of supports below the 50% line is more concerning than those above 50%.
Secondly, Janna is a counter initiator in a game that right now attempts to murder bot lane ASAP with that tower thing and jungler overleveling, which makes her more valuable. In that regard, Sona and Soraka's win rate is more interesting, in spite of having half the play rate of Janna, as they do not have much to do against all ins.
If Riot rebalances the fuck up they made to lane swapping, it's likely Janna's play rate will decrease (win rate will likely remain, as mentioned in the first paragraph).
