Is there design space for an anti-poke Cull sort of item for melee champions?

Heart of Gold

Cost: 450 Tag: Melee Only

+60 Health

Unique Passive: +6 Flat Health Regeneration

Unique Passive - Serenity: Blocks 4 damage from single target attacks and spells from champions, increased to 8 damage when blocking damage from ranged champions.

Unique Passive - Blessing: Grants +1 Gold per 5 seconds, plus an additional 1 Gold whenever Serenity mitigates damage. Once 100 Gold has been gained this way, you gain an additional 350 Gold and this passive is disabled.

I can see blessing being (ab)used by GP far too easily.

If anything what about just tweaking Guardian's Horn?

I don't think the "ranged vs melee in lane" problem comes from poke being too strong. It comes from certain champion kits being fundamentally impossible to respond to as a melee champion, without just trying to force an all-in. But usually the all-in will fail because the most abusive kits also have strong disengage.

If you have an item like this that reduces poke damage it just makes it take a little longer before you're forced to go back. It won't really do anything for you as long as it's impossible to respond in any meaningful way to poke.

The worst abusers are the ranged champs that for whatever reason you can pretty much never all in, even if they are harassing you aggressively all the time. That's why only a handful of specific ranged champs really abuse top lane while the majority of ADCs and mages can't do it reliably.

Personally the thing that I'd change first is increase the animations on basic attacks for the most abusive champs. For some reason certain ranged champs have basically instant (if canceled) ranged attacks. If they had longer animations they'd be a lot less abusive imo. This doesn't fix everything but it would be a step in the right direction.
