Yes, he could still do that with Frozen Mallet, but that's not an item he'd want stat-wise, right? And regarding Bork abuse - if you make it only apply onhits to first target, it becomes much less effective. Did you test that, Riot? You might want to give it a shot.

That's not a good enough reason to not nerf the item.
It's horrendously overtuned. And "battlemages" wouldn't stop buying it just because it got a stat nerf, The point of nerfing it is so people who don't specifically prioritize it (or that many prioritize in a niche circumstance) don't just get to build it because it's so fuckin stat efficient theres no reason not to.

so you want to give him on-hit in his soldiers so he proccs the passive from lichbane + nashors + gunblade + a bunch of other items and call it balancable?
He's hardly balanced, he's a trash/trollpick right now. A nerf to his core item is going to break his old 33% winrate record, to say the least.
