Can someone explain why Kayle is considered a problem and Morgana isn't?

I can count on 1 hand the number of times Kayle has been played in LCS/competitive LOL since her release. Morgana on the other hand has been a staple in competitive play for many years thanks to the utility her black shield provides. It doesn't even matter if Morgana misses all her other abilities. All she has do do is shield an ally and she has a huge impact in fights. You can tell me how broken Kayle is but the fact is she isn't good in the upper tiers. She has and always will be a low ELO stomper.

I really don't understand why Morgana is left completely unchanged (actually her ult got BUFFED lol) and Kayle gets gutted with her rework.

What are you in reference to? Why is Kayle getting changed but Morgana isn't? Well you answered your own question. Morgana has a presence in pro play, without being overbearing in either pro play or solo queue. Kayle on the other hand has a very simplistic kit that is extremely difficult to balance without her becoming the best champion in the game. Her late game is arguably better than any other champion and if she is allowed to get to that point without any struggle then she has to be nerfed on the spot.

That's the issue.

She has low play rates and 0 competitive presence.

Stale design. So in need of a rework to make her relevant

A simple kit is easy to play around.

Being difficult to balance typically means slightly underpowered.

Either of these traits on it's own is not really an issue, but combined they mean she will not see any competitive play from serious players.

Because she provides little to nothing early game. Not a whole lot of utility until 6, her best cc is a slow and her damage is also quite low. In pro play a lot more focus is put on the early to mid game to get ahead and not let the enemy team come back.

Stop crying about Morg, and learn how to get around her abilities.

I mean, there's a lot of other issues with Morg after her models were revealed

I'm not crying about Morgana. I'm just wondering why she's considered healthy and Kayle isn't.

Morg is very reliant of her player skills. It might seem that she's really easy to play, but proper timing and execution of her abilities is the reason she's considered to be in a good state for years.

I don't know why people hate old Kayle though. Whatever, those two champions are dead anyway.

Kayle wasn't unhealthy. Her kit had just passed it's prime and was becoming obsolete, as more modern designs and champions could do her job better without any of the clunkiness Kayle's old kit has. Her kit wasn't a cancerous blight like Akali's or Irelia's had been over the years, it was just old, boring, clunky, and it was leading to people not playing her.

Morgana's kit, meanwhile, has utility, and the Black Shield is a very unique form of utility that has allowed her to remain in the spotlight and be viable as the years progressed. Because of that spell alone, her kit was continually tweaked since she's always remained a popular pick, so it's aged a lot better because it was played and got constant refinement.
