Thoughts on Gangplank? What makes him strong?

I know he has some changes on the PBE nerfing his ultimate cooldown and damage, but I was just wondering what the community (and Riot) thinks makes Gangplank so strong at the moment. Do you think making changes to his ultimate would make him overall less oppressive in the game early on?

The barrels are what does it imo. Just too much going on that there isn't much an enemy can do about for no mana cost.

Nerfing the ultimate early game will reduce his impact across the map by a small amount. His ability to chain barrels from a distance to deal quite a large chunk of HP (even to tanks), and his strong dueling make him pretty good IMO
