As it currently stands I've gotten to the point where I'm forced to buy locket on basically every support because it's like the only support item in the game that doesn't give CDR and I don't want to waste my limited gold on overcapping. Shurelya's also used to not give CDR, but Riot added CDR and mana regen to it because they didn't like Vlad buying it.

Even Pyke suffers this because he's in a pickle between building lethality items with CDR or taking bruiser items which still have CDR.
But I understand your worries, and I should even mention their's no full build crit item anymore that doesn't also give attack speed.

oh c'mon it's in every crit build so it grants 40% of the crit to get 100%

Crispy0Snake1 votesSometimes I take Transcendence and Gathering storm if I'm with a late game ADC, because if you don't make it to that point it's lost anyway, but if you do you just take over the game.
Also you might want to try Lux with all the mana regen items including athenes and transcendence. The build is 
. The build has 3 blocks. Build frostfang+Ardent for core, Athene's Shurelya's for damage and Mikaels Redemption for enchanter utility. Know that if you choose one, you probably won't get to a point in the game where you get the other
