It amuses me that Riot seemingly has no idea what they want Statikk Shiv to be.
Just read the patch notes on this item since the adc rework at the start of season 6.
>V5.22 Attack speed reduced to 35% from 40%. Movement speed reduced to 5% from 6%. Critical strike chance increased to 30% from 20%. Added unique passive - Shiv Lightning: Your next basic attack (on-hit) deals 50-150 (based on champion level) bonus magic damage, increased to 75-225 against minions
>V5.23 Damage adjusted to 30 - 100 (based on level) from 50-150. Bonus damage to minions increased to 75% from 50%.
>V5.24 Total cost increased to Gold 2600 from Gold 2500. The bonus damage to your target from Rapid Firecannon and Statikk Shiv no longer stack. Only the greater damage is dealt.
>V6.1 Bonus damage to minions increased to 「 120% 」 from 「 75% 」.
>V6.3 Bonus damage increased to 50 - 120 (based on level) from 30 - 100 (based on level). Damage against minions increased to 110 - 264 (based on level) from 66 - 220 (based on level).
>V7.9 Combine cost increased to Gold 600 from Gold 550. Energized attack bonus damage increased to 60 - 160 (based on level) from 50 - 120 (based on level). Energized attack now once again stacks with Rapidfire Cannon. Bonus damage to minions reduced to 65% from 120%. Energized attack bonus damage against minions reduced to 99 - 264 (based on level) from 110 - 264 (based on level).
Is this a burst item? A waveclear item? Are you supposed to stack it with RFC? Who is this item supposed to be for? The answer to all these questions depends on which patch you happen to be playing on. As it stands Shiv is now stronger in every way compared to its release reworked version that Riot quickly gutted. Is it too strong now? The answer is probably yes, but so are its competition.
