Could Approach Velocity grant its speed while in its range in any direction?
As is, the speed granted for imparing opponents is only really appealing on low range champions with longer range impairments like

If the rune was reworked to grant its speed boost in any direction, it could be used to run past someone with, say 
while positioning for another attack, or in conjunction with 
to get a huge speed boost with his ult pull.
Just a random thought because the rune seems so weak compared to the extra 100 health or 5% CDR.
