Anybody know the new interactions with ranged champions and new Dead Man's Plate?

Currently, ranged basic attacks clear the charges without giving any of the bonuses. I'm wondering if with the changes that ranged attacks at 100 stacks will discharge all the stacks without any other effects or only discharge 15. Or will there not be a difference for ranged or melee?
