Well yeah, that's my point. if you lose a lot of your health mid to late-game, you should have to recall, with the exception of Warmog users, and even that feels frustrating, especially if you're blowing a lot of mana or used an important ultimate. If you're playing a champion who doesn't have sustain, then it feels like you are playing with a disadvantage, and nearly-killing someone doesn't do much unless you can quickly do a Baron/Elder dance to force them off the wave but teams will always try to get mid priority and heal up. Even when it's just mid-game and not late, how many times have you seen a fiora/camille split and fight 1v1, even dive under tower, then just heal up next wave. AP users were healing too much with Will of the Ancients and they removed it (aside from being too core on
) .
Quoting Riot from Patch 6.9 (Mage Update/itemization) (Under Hextech Revolver)
Thematically, lifesteal gives the feeling that you’re fighting back against death, creating tense 1 on 1 duels with uncertain outcomes. Mechanically, lifesteal says ‘I may have a small health bar but you’ve got to focus me down or I’ll regenerate to full.’
By this statement, lifesteal is meant to be effective in staying alive when dueling champions.
