Take away double on hit from rageblade so it can actually be good on more than 3 champions

Trist, Kog, and Kayle are the only champions that actually make good use of the item and the only reason is because of the stupid double on hit that they can abuse. Remove that so it can be buffed so more than 3 champions buy the item.
