Here's the thing, her burst isn't instant, if you think that you're completely wrong, second you can QSS/cleanse her charm and you can avoid it if you predict it properly, it's hard but it's doable, her mobility is on a long cooldown compared to Leblanc( even before her rework).

Old Leblanc practically was very hard to punish if they were any good.

You could qss leblanc's silence and snare too. Leblanc had to hit her chain to kill someone (WQRE/WRQE) unless extremely fed (WQR) or against someone within dash range from her (QRW). Same with Ahri, but she is way easier because her dash ability deals damage to everyone within a large radius of her landing position, so she can just use it to get closer for a point blank charm while still dealing damage. Also while Ahri's dashes are on a long cooldown, she has a free haste every few seconds on her Q.
