This is the new Rageblade

http://leagueoflegends.wikia.com/wiki/Guinsoo's_Rageblade

+30 attack damage +40 ability power Passive UNIQUE: Ranged basic attacks (on-attack) grant 1 stack, melee attacks grant 2 stacks. Grants GUINSOO'S RAGE at 8 stacks. Stacks grant +8% attack speed, +3 attack damage and +4 ability power for 5 seconds, stacking up to 8 times, granting a total of +64% attack speed, +24 attack damage and +32 ability power. UNIQUE – GUINSOO'S RAGE: Basic attacks deal +20 (+ 15% bonus AD) (+ 7.5% AP) bonus on-hit magic damage to the target and nearby units in an area of effect.

So, in essence, the base stats it gives would be equivalent to 870 gold in AP and 1050 gold in AD for an item that costs 2500. Or 1920 gold total without factoring in the passives. Each stack of the passive will give 392 gold in stats. So in order for the item to be cost effective you'll need to have 2 stacks of the passive active.

After the first auto attack, melee champions get a fully gold efficient item. Range champions with AA resets or Lucian can stack the Rageblade passive very quickly. The passive doesn't stack with on-hit effects like MF's Q. I have yet to try it on Ezreal, but I'm sure it will work the same way. The passive clearly states 'on attack' which signifies to me that it doesn't work with on-hit abilities unless it's an AA modifier like a Jax W or Nasus Q.

I want you to look at it with full stacks. At full stacks it gives you 64% attack speed, 54 AD, and 72 AP. With just the base stats and the first passive, at 8 stacks the item will give you 5056 gold in stats. That's a metric shit ton of stacks for an item that only costs 2500 gold. If you see someone with Rageblade farming a lane, stay away. An ADC like Lucian can get the most out of this because Rageblade stacks with his double AA passive. At will, he can stack his Rageblade to 6 stacks nearly instantly.

Guinsoo's Rage passive also works for ranged champions. For 20 base on-hit magic damage is worth about 400 gold. For every 13-14 AP you get the value of the on-hit is increased by 20 gold. For every 7 bonus AD you get the value of the on-hit is increased by 20. The Rageblade base stats along increase the value by 270 gold. So the passive increases the value by at least 670 gold. This brings the total to 5726 gold for a fully stacked rageblade.

On top of that, Guinsoo's Rage also creates a Tiamat effect on-hit regardless of being ranged or melee. I don't know how to calculate how much this effect increases the value of the item, but it's gotta be worth something. It's a bit of a double edged sword. It makes it easier to clear waves, but it also prevents you from sitting in a wave to keep your blade passive fully stacked allowing opportunities for the enemy to attack you without a stacked blade.

TLDR: Rageblade is OP and gives a metric shit ton of stats.

I think it's only good on a few champions to be honest. Kog'maw especially.

That's a fair point. Kog, Lucian, Jax, and Kayle can all use all the stats on it and use the item to its max potential. Of course, it would suck on Draven. It won't work as well on Sivir since the AP is going to mostly be a waste. A champ like Ez would have a tough time stacking it, but could, in theory, make use of it. MF should have moderate success with all the stats. Akali might be ok, but she doesn't need AS.

Who else would like it?

I don't think it's that good on Lucian to be honest, but the other champs you names work extremely well with it. Not many champs like it, because of the hybrid stuff on it, and most champs aren't hybrid anymore. ADC Twisted Fate maybe?

Akali doesn't need AS but it sure as hell helps. This is essentially OP on any autoattacker with both AP and AD scalings. I'm going to test it as a core item on Hecarim but I'm suspecting that Rageblade -> full tank is going to be absolutely nuts.

It's a lot of raw stats, but it requires stacking and has poor late-game synergy potential, compared to a pure as/crit/arpen item that gives multipliers. Still, it's pretty insane on a bunch of champions such as Jax, Irelia, Yi

Rageblade is a straight BS item on too many champions and costs damn nothing.

Jax, Aatrox, Yi, Irelia, Xin Zhao etc become unstoppable monsters as soon as they have it. Guinsoo gives simply too many stats for what it costs, it is ridiculous and it makes items like BORTK bad in comparaison. Also, Guinsoo provides both AD damages (in the form of AD + AS) and magic damages, making itemization against it very difficult when you are toplaner facing a Guinsoo champion.

Also, I understand that players should be rewarded for having stacks. But right now it is too easy to fully stack Guinsoo. The item costs little, making having it in lane easy If you are a melee champion, you just need 4 AA to fully activate Guinsoo and since you attack minions ....

Also, even outside of laning phase, it is too easy to activate. Champions like Yi, Aatrox, Jax etc have high AS. Even if you catch them offguard, they will quickly activate Guinsoo (2 seconds at most).

Guinsoo needs a massive increase in its cost (3200+ MINIMUM). Melee attacks should not give 2 stacks.

Until then this item is bullshit and there is a reason why in diamond Jax is almost perma-banned.

Guinsoo is an epic fail (again) from Riot. Riot wanted to achieve the following things with this item :

  1. Good on hybrids = fail. It is good on WAY MORE champions than just the hybrid ones (unless Yi, Aatrox, Irelia and Xin Zhao are hybrids).
  2. Has a ramp up time but you are rewarded if you get 8 stacks = fail. Too easy by far to stack on melee champions. Almost no ramp up time.

My only issue with it is its stupid build path, i don't really know many AP champions that would want to buy this but i can name several AD champions that do and none of them want a god damn blasting wand for X amount of time... I normally just buy Pickaxe and farm until i can just buy Guinsoos straight up. I personally do not think it is OP because it does require some ramping up, its build path is stupid unless you are a champion who can actually use and benefit from Blasting Wand, you need to be able to use the AD and AP, and you probably want to build a lot of Attack speed. Its got a lot going against it and even with its ridiculous stats its not a great item for most champions.
