So Fiddlesticks is allowed a BETTER Brand ult on his E for some reason...

Yeah it deals more damage, silences and bounce more times than Brand's ult, and also has much lower cooldown, how is that balanced?

yeah, because the only thing that matters is the ult. Let's forget the fact that Brands ult is pretty much a means to apply his passive on multiple people which more than makes up for the low damage

Fiddlesticks' level 3 e does 105 plus .45ap whereas brands level 1 ult does 100 plus .25 ap

well cause it synergies with his other abilities better

Brands Ult:

Can bounce multiple times on one target Focuses champions Applies a burn Applies his other passive that its 12% max health damage aoe.

It also does more damage, I think its perfectly balanced.
