Maybe I am wrong and it will be balanced, but there is no real way %hp true damage is a good idea Riot, unless you somehow make her kit balanced to the point.

She doesn't get it every three autoattacks.

If she manages to attack her enemy’s weak spot, Fiora deals extra true damage for that attack while gaining a small heal and short boost of speed. Fiora reveals a new weak spot whenever she attacks one, or when a moderate period of time passes without it being attacked.
IcyPepper1 votesI thought we were talking about the %hp true damage, not the flat true damage. The %hp true damage is on her ultimate every time she destroys a weak spot.
Her passive, however, is a little easier to counterbuild. You can actually build health against that. The only way to counter her ult is to not allow her to hit your weak spots. Which is going to be a bitch if she stuns you or her teammates do, tbh. But hey, it gives you a chance to outplay her, it's not going to be 100% easy.

Frosted Otter1 votesWe don't know numbers yet so its hard to assume anything. There are champions with 20% max hp damage but none of them are True Damage. If its really low it won't make much of a difference and to give you an example;
When you hear max hp true damage you think "wow thats op" even if its just 3%. If you heard max hp magic damage you'd probably ignore it even if its 10%.
