Q and R are bugged and both got disabled. Everything except for my W,E and Passive wouldn't work. Had to disconnect and reconnect just to play the champion for the rest of the match.
Pressing Q/R or even clicking the abilities caused the skill box to flick yellow, indicating it was chosen, then do nothing. No indicator, no wind-up, no cooldown, no activation.

Vi, Xerath, Varus, and Sion, suffer from it, and as you found, discon/reconnecting fixes it.
