Annie can be outranged. She's stupid to fight against but if you keep pushing she has to eventually respond in kind and she'll have to burn her passive in return. Trade then.
Or wait for her to burn Tibbers (sorry for pun), before committing, as a carry.
I get that she's annoying and cheesy but hot damn having damage doesn't make you an assassin and there are worse threats in the game right now.

And how long does it take to learn her combos? A week? Then able to burst down enemies in a 1.5s with little to nothing risk? A decent leblanc would know how easy to get that chain down by just W to get in range and press E then blink back in 0.25s and here we go another chain.. then Q. Pretty sure the enemy is dead by then.

Annie stuns you for the duration of her combo. You can stand behind minions or your allies to avoid leblanc chain or just dodge or hope they misclick. Risk aside leblanc has to stay in range of chain for 1.5 seconds so your teammates and you have that window to do something. Good luck dodging anything annie does or reacting to it if you don't have a spellshield.
