Let's Do Something About This (Petition for smoothing of rune system)

Idea: Allow summoners to upgrade their tier 1-2 runes into tier 2-3 runes by paying the difference in IP.

I've heard lots of ideas in discussions about the runes that have been brought up, and this is the one there seems to have been universal agreement on. It is the simplest way to make the rune transition smoother. I've yet to see a red comment on this idea specifically, as to why it can't be implemented, and I can't fathom why it wouldn't be able to be implemented. This idea will probably never have an impact on me personally, as I got myself to level 30 years ago, but I feel like it is an idea that will smooth out the experience for everyone trying to join the game and get into the system.
