Not even close to true.
What is true is your post is biased toward specific experiences and specific team interactions (oh. and the fact all but about 6 cc's can be avoided because they are skill shots).
I'm fairly certain teams playing against
with this team:
......
Just totally agrees with you that "you always end up getting chain cc'd thanks to Riot's champions design, nearly all of them having some kind of hard cc enabling them to follow up with no effort."
P.S. That game the Yi went 23/7/5 and did three times as much damage as anyone else on his team; All 5 of his deaths were to the Evelynn. (
fun item on a champ that can immune himself to all slows, and reset the cooldown on that skill, stacking, every time he kills someone, and use Q to always get in range to proc it)
The truth of CC: CC chains do happen, but they are part of the game, just the same as overbearing damage is on other champs. They don't always happen, and they are nearly ALWAYS avoidable.
And..... even if you do get CC'd chained, you have a better chance of survival if you have that tenacity than you do without it. Even if it gives you a .5 second window to skill, that's something!
Most games simply do not have the CC chains. Everyone wants to carry, and most carry champs do not have CC chains in lieu of higher damage outputs.
I. ALWAYS. USE. TENACITY.
P.P.S:
's entire play is around tenacity. It's the sole reason people find him toxic.
