Is it just me or does it seem like most shields need pretty significant CD nerfs?

They're up so much more often than heals, cost 1/2 or 1/3 of what heals do, and often come with an additional benefit attached.

Heals permanently restore health. Shields give temporary health.

A lot of support shields offer decent utility on top of shielding several hundred health; many of them only have two or three second downtimes leading to really obnoxious laning, such as with Janna.

Heals can do as much as shields do when heals are temporary HP buffs.

Shields SHOULD be on a lower CD and more spammable than heals. All a shield is is temporary HP. Heals are actually removing damage from a champion.

Unlike a heal which can be used on any downtime, a shield has a duration and can be waited out and baited. The only benefit a shield has over heals is that they can be used on a target that has full HP and aren't mitigated by GW.

The problem is not the shields. The problem is that the passives for the Forbidden Relic lines are getting out of control. They need to be entirely unique, like Spellblade or Lifeline, and this will keep shields in line.
