Why is lucian allowed to be a lane bully and have an insane mid and late game at the same time?

Seriously, this champion should not be allowed to be meta. There is no reason to pick an adc other than lucian if he isn't banned.

His late game is terrible relatively for multiple reasons that include his range, being backloaded, and dps in comparison to most other adcs due to the previous two.

It's true though that there's little reason to pick another adc if Lucian is very strong, his purpose is general. Got a bit of everything an adc wants, and while other adc's do certain aspects quite a bit better -- Lucian does enough of what an adc needs to warrant the pick if he's strong because it's reliably powerful before a certain point in the game. Almost same way Lee Sin crowds out the jungle if he's strong, or Maokai in top, or Thresh/Lulu.

I'm sure there's the perpetuation of Lee Sin just being broken in general, which he slightly is in terms of mobile reliability (removing missing hp from his Q and replacing it with more scaling AD would honestly satisfy me since then his kick wouldn't lead into the hp bar going in the garbage, or the gank being a tactical nuke as a tank), however his kit isn't satisfying a real niche, it's gank, mobile vision/objective control and set up a play. It's not carry, or face tank, or cc, or extended fighting, or cleanup, or a lockdown, or supporting. He just does the bare necessities of a jungler very well. Monsters, gank potential, and setting up after 25 minutes a single good play, or 2 if he's very lucky. His pick is even risky after 30 considering he's not that tanky even if he builds so unless it's with a Cinderhulk.

This isn't a Lee thread though, that was just to address the expected response behind Lee and trying to compare it to Lucian to falsely accuse Lucian of being inherently broken. Lucian just has a kit that does well in most situations because of how simple it is and that it does well early. An early champion who does the roles job decently is already appealing, make them strong and it makes sense to pick them more than a niche champion. That being said, if you have a real team comp, you won't pick a generalist adc nearly as much. Solo queue isn't reflective of that.

Note the fact that in short games Lucian has a 55% win ratio (3rd among ADCs) but in 40+ min games he has a 48% win rate (12th). He actually isn't that strong late game due to his low range.
