Yasuo Ult Coding?

I'm curious why Yasuo ult is designed to place him out of tower range all the time. Is there a specific reason Riot has for this interaction existing? To me, Yasuo seems like a ballsy champion who takes great risks going in but for some reason he is given an extra safety net around towers. Most of the time I don't notice it, but in situations like the one in the video I linked it's overtly noticeable.
