Change Executioners calling into a proper PD/Shiv replacement

Make it build out of a pickaxe, change the cost to 2500g and give it 50AD instead of 25. It sucks to find yourself in positions where you HAVE to build this item (Taric, Swain and Trundle one enemy team, only one person brough ignite?), because it really isn't worth the item slot. BUT sometimes you just have to build it anyways... make it a legit replacement for statikk/PD so it can actually go into a standard ADC build path when it's needed.

To be honest, in most situations you don't have to build EC because (more often than not) someone on your team will have Morellonomicon, which shuts down drain tanks and heals pretty hard.

Grievous Wounds is overpowered and does not need to be on a good item, especially for champions that auto-attack for most of their dps and/or benefit from lifesteal.

A lot of people in my elo (gold) go by the same item build every single game, without actually thinking situationally x.x so sometimes EC is a musthave item. also unlike morello it actually applies grievious wounds above 40 percent hp, which can be pretty nice
