Question about the numbers in the new Thornmail

So the new thornmail would give 15% +25% of your bonus armor return damage

What that mean? that every 100 armor thornmail would get +25% return damage? if yes then this would be good i mean 15+25=40% return damage by just buying 100 armor

Or this isnt how would work
