ryze passive
am i the only one who finds it weird, that its designed in a way that getting cdr gives him less cdr?
i guess its still a net gain, but its really really weird.

Yeah, I was always confused about that, too.
It is designed such that it always takes the same percentage off the cooldown, so there is reasoning behind it.
Pretty much. Because CDR is a % reduction on each ability and his passive is essentially a % off on each ability it will always be that during his passive, it will take the same amount of spells to reset an ability no matter what CDR he hasv(CD of Q will be relative to CD of W and E; it takes 3.5 abilities for Wto reset, so basically 3 abilities and a few steps to re-position and 2 for E to reset and obviously only 1 for Q to reset). In addition, the only ability that gets its CD lowered as you level it is his R, which means that at level 16, during his passive, it makes no difference whether or not you have CDR, you will be able to spam his 3 basic abilities as you would at level 9 (max lvl Q).
However, CDR is still important for him when his passive is down. VERY important at that. Most if not all of Ryze's power comes from his passive, so getting the passive back up is a very high priority in the middle of a fight after it expires. With max CDR, you can get your passive active in about 3 seconds given you still have your ult, this takes into account cast times on abilities. Without CDR, this is increased to about 5 seconds (in optimal conditions; you have all of your abilities off CD). It doesn't seem like much but it makes a difference, especially if you do not have your ult which will mean an increase to 5 seconds for max CDR and 8-9 seconds with no CDR.
You do get 30 CDR from leveling your R so you should have at least that at level 16, but getting extra CDR early isn't really a bad idea if you can afford to put it into your build (Tear and RoA take priority over everyting). Getting a WotA, Spirit Visage or Frozen Heart early in your build can help with surviving teamfights where you aren't positioned well. The CDR will end up getting wasted after you hit 16 (5-ish% for Wota and SV, 15% for Frozen Heart), but it will help you in the midgame to make you more powerful in fights. I would recommend if you need MR to get Banshee's though as it gives the spell shield that Ryze would want as his damage drops drastically if he is CC'd, also why you would want to get Merc Treads when the enemy team has any major threats in terms of Stuns, Silences, Slows, and Roots.
