Why don't I see too many shyvanas when she's op atm (low Leo)

Although I am a shyvana main, I am not biased. The rework pushed shyvana way the hell up the bronze-gold true list. I seem to snowball alot more. I haven't had that kind of success for a while with shyvana. It's almost as good as when devour was a thing. She's not hard at all. She can even splitpush if needed. She can steal shit and outduel enemy jg's for a few exceptions like Xin zhao, trundle, and udyr. Im just currious why she isn't picked/banned alot.
