Considering the amount of damage her E/Q+R combo does, it's way too easy to use. And if she misses her 'q' she'll just wall you off and combo you anyways. And good luck focusing her down thanks to that stupid passive. Gut Anivia please.

If you're an assassin -> you're mobile, get out of her ult
If you're melee -> chances are you're pretty tanky, she isn't going to oneshot you
If she loses her passive, don't be that one jungler that doesn't gank while it's down.

I think she is fine now, still annoying, but definitely more balanced now.

Even back then you could of still fought her. Most people would just run away screaming "OP DAMAGEZZ" but you should of always just jumped on her knowing that she blew her entire reliable damage. Assuming you dodged Q, she had nothing up for the next 8 seconds (1 second for her to de-active her R and the 7 Second CD) and since she just did her E>R combo, she is pretty close to you.
