we all know that the "compensation buffs" for dfg removal was a huge nerf. i know that riot will not revert but i want an answer if they will keep ignoring him or will do something to make him better.
Removing enemy ap ratio on his ult and buffing his own, putting soraka Q mechanism in dark matter and reducind the cd of his Q would be a nice start

Also about your suggestions, I don't know about the ult, and the Q cd would be more about standardizing it to 8/7/6/5/4 instead of 7/6.5/6/5.5/5
