He had Leblanc's or Karma's Ult.
Explanation: 2 Q's = winnable trades in lane 2 E's = better initiation and peel 2 W's = equal burst as if he had his ult (unless agains ap then ult would be more, but probably just overkill)
All fair and counterable and would put Veigar in a better and more flexible position then he is in now. It would also make him more fun to play in general.
Veigars bonus damage vs ap with his ult is kind of cheesy and maybe people would stop hating him if he ditched it. It would also open up the opportunity for Veigar to be something other then an "anti-ap mage" that still sucks against most ap champions at the moment.
