Can we just get rid of Stormrazor?

All it's doing is causing problems. Crit ADCs don't build it. It's just ending up as another item to stack onto a single auto to chunk someone for 70% of their HP.

Adcs are building it because they feel they have no other choice..... but yeah. It's a problem mainly on assassins who 1 hit or need to do quick damage to execute with their ult like Zed or MonkeyKing . It's basically became the fourth item 3147 (the others being item 3042 and item 3087 )
