Could Vel'Koz passive change from flat to %max HP?
I play him every now and then just to chill.
I hadn't played him in a while though and today I noticed, at level 18 his passive does 205 flat true damage.
Now, his ratios are good, and with 40%CDR he can spam his abilities enought for him to be relevant in terms of damage.
His ratios alone are good enought to kill and damage squishies, so I'm guessing his true damage is aimed at frontline tanks, which will engage and therefor make it easier to proc his passive 2-3 times in one rotation. (Not counting ultimate!)
But in the current tanky meta, Vel'Koz could see some more play maybe if instead of 205 flat, he had a 9%(or 8%) max HP true damage, which translates to 180 true damage if you have 2.000HP but 360 if you have 4.000HP.
He wouldn't get buffed in terms of assassination/squishy deletion but he'd become relevant in the current tanky juggernaut meta. He has a slow and knock-up to kite which are easy to land vs chasers (Darius and Garen for an example). He has peel potential.
It would even fit better his passive theme, making his true damage be related to the enemy champion's HP.
