Why am I encountering Diamond+ players who are 'just having fun' in my placements?

And more importantly, what is the reasoning behind Riot considering this acceptable behavior? Not playing competitively in the competitive game mode should not be okay.

I also shouldn't be losing games because someone asks for ADC, gets ADC, and builds it AP. Because they think building it AP is 'more fun.'

Cuz people can build watever they want and riot wont say anything against it unless its convenient for them and not to us cuz they will be accused of enforcing a meta...~~ which they do when its convenient for them and not to us~~
