Think devourer will be nerfed in 2016?

I'm surprised such an unbalanced item has been untouched so far. There's no risk to getting this item. Stats are cost effective and the workload to get it is hardly much for the champs that can freely abuse this item as much as they want as well as the synergy it has with botrk.

The fact that they haven't toned it down certainly surprises me. It's not massively overpowered on its own but the way it interacts with certain champs is rather jarring.
