Suggestion for healthier ranked system: Make MMR steadier.

This is a suggestion from personal experience: I noticed, after playing ~ 1000 game in platinum since season 4, that MMR vary much, much faster than actual rank. On op.gg, you can see an estimation of your "Solo MMR" https://oce.op.gg/summoner/userName=tundra+hunter which is pretty accurate, if you look at who you're matched with and against, it's usually around it. Mine went from diamond 5 to gold 3 in ~ 1 week where I had a lot of bad luck (AFK's, feeders, toxic players, etc)

I noticed that, when you have a losing streak (say, 15 loss 5 win in the past 20 games), you may drop 1 division in rank, but you will drop 1 full tier in MMR.

It may sound fair at first: maybe you lost because you played bad.... But wait, the game has a lot of randomness. What if, in those 20 games, you had 5 games with an AFK, and 5 games with an int feeder or very toxic player? It does happen! You may have been unlucky for 20 games after 1000 games... and you'll be screwed.

What if, you've been 55% winrate in platinum for ages, and all of a sudden, you just get an unlucky streak? You'll drop 1 tier in MMR... and start playing with low gold/high Silver. And from my experience, it is hard to adjust so quickly to different MMR. Efficient playstyle is very different in diamond and in silver. It is. So, by dropping MMR very fast, it takes time to adjust, and you'll actually lose even more games at low elo and tilt even more: very unhealthy games. Then, you adjust, win 20 in a row, get back 5 division higher in MMR... and you start losing again because you have to adjust again. Unhealthy games once again, endless cycle.

**MMR should be more steady for healthier games. **
